(S//SI//REL) On 22 October, Strategic Intelligence Issues (S17) and International Security Issues (S2C) hosted a Climate Change Day to sensitize analysts throughout the entire S2 organization to specific SIGINT customer needs in advance of the United Nations Climate Change Conference in Cancun, Mexico (COP-16) that runs from 29 November until 16 December. (S//SI//REL) In the morning, customers from the CIA and State Department spoke on U.S. goals, priorities and expectations for the upcoming UN Conference and on intelligence successes and gaps. A representative from the United Kingdom's Government Communications Headquarters (GCHQ) discussed UK climate change requirements and GCHQ's ability to satisfy them, and the top U.S. National Intelligence Council official on climate change addressed food and water security issues. (S//SI//REL) The afternoon featured a series of country-specific, collection-focused briefings from CIA, NSA, and GCHQ on the key Brazilian, South African, Indian, Mexican and Chinese targets. The scientific aspects of climate change also were explored, with CIA and contractor presentations on emissions monitoring, geo-engineering and the environmental impacts of climate change. (S//SI//REL) With such a well-rounded program, the approximately 50 S2 analysts attending Climate Change Day definitely came away with a much deeper insight into the topic in general, intelligence requirements related to the Cancun Conference, and short-term target plans or initiatives that they might see reflected in SIGINT.
